How to turn photos into a PDF on your phone or computer
Updated November 2, 2026
Forms and government sites often ask for a PDF when all you have is a photo of a document. Here is how to turn one or several pictures into a clean PDF, from your phone or your computer.
Create your PDF
The tool accepts JPG, PNG, WebP, GIF, BMP and AVIF images, depending on your browser, with up to 200 images in a single PDF.
- Open JPG to PDF and add your images.
- Put them in order, then choose the page size (image size, A4 or US Letter), orientation and margins.
- Click "Create and download PDF".
Which page size should you choose?
Use US Letter for documents in Canada and the United States, and A4 in most other countries. Choose "image size" for photo albums or anything that won't be printed. Add margins if the document will be printed, so nothing is cut off at the edges.
Take a better photo of a document
The result can only be as sharp as the picture, so take a moment before you shoot:
- Lay the page flat on a dark surface in good light.
- Hold your phone directly above the page to avoid a slanted shape.
- Turn off the flash, which often creates a white glare.
- Zoom in on the photo to make sure small text is readable.
If the file is too big
JPG and PNG images are placed in the PDF without recompression, so a set of phone photos can make a heavy file. If a website rejects it, lower the photo resolution in your camera settings or use fewer pages.
